Angie Sanchez Virnoche is an FCS principal who offers over 33 years of experience in financial and rate development to water, wastewater, stormwater, solid waste and electric utilities. Her expertise spans policy development, financial planning, rate strategy and design, cost-of-service studies and capital funding, and she partners with cities, counties, public utility districts and special districts to guide organizations through complex rate studies, financial plans and long-range capital strategies. She has served on influential industry boards and committees, including the EPA’s Environmental Finance Advisory Board and the AWWA’s National Rates and Charges Subcommittee, where she contributed to the M1 manual on water rates and affordability. She routinely collaborates with bond advisors, attorneys and engineering partners while presenting to citizen rate advisory groups, boards, commissions and councils to help diverse audiences understand the costs, benefits and trade-offs behind utility decision-making. Angie holds a BS in Business Administration and Finance from Oregon State University and maintains membership in leading organizations, including the American Water Works Association, Washington Finance Officers Association, Northwest Public Power Association and Washington Association of Public Utility Districts.
